Reverend Dr. Theresa Eleanor Frazer, born and raised in Queens, NY currently resides in Mt. Vernon, NY with her husband Reverend Dr. Randy G. Frazer. Pastor Frazer received her Doctorate of Ministry in Theology from the accredited Christian Life School of Theology (CLST) also known as Beacon University in 2008. 

She also completed several years of ministry training, Pastoral training, and advanced leadership classes.  Pastor Frazer’s initial passion was leading the Ministry’s Praise Dance Troop. Things changed dramatically when a Pastor’s anointing was realized on her life.

Reverend Theresa Frazer also holds a Bachelor of Science Degree in Information Systems Management for York College and currently serves as the Pastor of City of Restoration Ministries, Inc., in Yonkers, New York.

Reverend Randy Garth Frazer, born and raised in the Bronx, currently resides in Mount Vernon, NY with his wife.  Rev. Dr. Frazer received his Doctorate of Ministry in Theology from the accredited Christians Life School of Theology (CLST) in 2008. He also completed several years of formal training in Men’s Group Ministry and Advance Leadership classes.

Reverend Frazer received his bachelor's degree from Syracuse University School of Marketing with Emphasis on Social Behavior, which is a great help to his spiritual ministry.

Reluctantly at first, as, “I didn’t think I was worthy of the calling," but finally sitting continuously under the Word of God, changed my focus and direction toward CHRIST.  Now I burn and yearn to teach the Word of the Lord.
